To me it looks like these two frogfish are kissing or nuzzling. I have read, that frogfish like to stay together just before and during mating. But I have noticed, that frogfish anyway like to sit in pairs on special vantage points where luring is good (for example on jutting out wrecks).

Küssende Anglerfische - so sieht es auf jeden Fall aus. Anglerfische sieht man hie und da zu Zweit, entweder zur Paarung oder wenn es einen Schwamm hat, auf dem man gut angeln kann. Auch auf hervorragenden Wrackteilen sitzen oft gleich zwei zusammen.
